By mobilizing cutting-edge science and technology for effective local development, Millennium Promise seeks to accelerate sustainable development across rural sub-Saharan Africa and beyond. From 2005-2015, Millennium Promise provided the operational platform and resource mobilization for the Millennium Villages Project, which deployed a holistic, science-based approach to accelerate progress on the Millennium Development Goals for more than 500,000 people across sub-Saharan Africa. We continue to build on this work to implement the SDGs at the sub-national level through several key initiatives; including the Sustainable Districts Program, Connect To Learn, and the One Million Community Health Workers Campaign.

Millennium Promise seek to fill the following positions:

Position Title: Monitoring and Evaluation Specialist

Duty Station: Millennium Promise, Dakar, Senegal

Program unit: Monitoring & Evaluation

Basic Functions

The M & E Specialist based in Dakar will be responsible for developing and providing support among the quantitative aspects monitoring and evaluation design of longitudinal and real-time data systems (DHIS2) collected from MP projects. The individual will also have work to train and build capacity in the application and interpretation of SDG baseline survey and monitoring data with the New York and Dakar M&E team.

Duties and Responsibilities:

Statistical Skills:

  • Contribute to decisions regarding evaluation design for MP initiatives, including advising on evaluation design and strategy in intervention countries; advise and oversee data gathering for sample planning; identify appropriate statistical techniques to use for sampling and data analysis of observational data.
  • Develop, with M&E team, statistical plan and subsequent statistical code; perform sample size calculations.
  • Advise on indicator methodology, calculation, and adjusting data analysis to account for sampling design, non-response, etc.
  • Contribute to decisions regarding evaluation design for MP initiatives. This includes: overseeing a coordinated approach to design and analysis for datasets targeted intervention countries; the development and application of statistical theories and methods to organize, interpret and summarize datasets; and the primary responsibility for statistical model selection and the design small nested or site-specific studies to examine associations or intervention effects.
  • Perform analysis of multi-sector longitudinal data sets, including application of the most up to date approaches to cluster-level analysis and multi-level modeling of intervention effects.

DHIS Data Monitoring Skills:

  • Develops, updates, repairs and modifies DHIS 2 modules to comply with project requirements.
  • Supports MP M & E and country-level teams to build capacity and utilization of DHIS2.
  • Manages and analyzes real-time data management systems to track performance monitoring indicators in DHIS2.
  • Provides assistance to country teams in interpreting data on indicators, targets and results.
  • Trains new DHIS 2 users on data management and provides technical support at all levels. Supports users by developing documentation, quality assurance, collection and assistance tools.
  • Provides technical leadership on DHIS 2 implementation and makes recommendations on how to integrate DHIS 2 into multi-sector country operations following best practices for quality, testability & operability.

Supervision Received or Exercised:

The position is responsible to the Regional Director of M & E in Dakar

Responsibility for Budget/Assets:

No responsibility for budgets or assets.

Minimum Qualifications for Position:

  • At least a Master’s degree and 5 years of related M & E experience required; Preference will be given to candidates with high level of knowledge of quantitative methods, statistics or a related discipline.
  • Experience developing, upgrading and repairing DHIS 2 modules.
  • Experience collecting and/or managing public health data on a national level.
  • Knowledge of monitoring and evaluation practices.
  • Experience in Software Development (JavaScript and/or Python esp.) is desirable.
  • Experience using cloud services and using a variety of open source technologies.
  • A high degree of technical competence in the main statistical software packages including STATA and/or R.

Additional Position-Specific Minimum Qualifications:

  • Excellent interpersonal, oral and written communication skills including the ability to give clear and concise presentations of complex material.
  • Ability to write high quality reports, strategic and briefing documents.
  • Ability to work well both independently and as part of a team.
  • Demonstrated ability to establish priorities and manage multiple tasks with changing deadlines in a fast paced environment.
  • Demonstrated use of evidence-based approaches in designing programs.
  • Excellent facilitation (and presentation) skills.
  • French language is a major asset.

Contract duration: One Year, renewable subject to satisfactory performance and funding availability

Position Title: Software Developer 

Duty Station: Millennium Promise, Dakar, Senegal

Program Unit: Monitoring & Evaluation

Basic Functions:

The Software Developer based in Dakar will provide support for various projects to create dashboards and other data-display tools as needed in order for MP to become a pioneer of exemplary real-time information systems for SDGs. These tools would be utilized to manage and improve operational decision-making, and integrate information across and within programs/sectors to ensure MP becomes a pioneer of big data collection, management, and visualization for the SDGs. This will require a highly skilled and adaptable Software Developer.

Duties and Responsibilities:

The specific tasks related to this job vacancy include the following:

  • Design and implement computer application Systems, modules and any software components needed to support MP data collection strategy;
  • Develop Systems and module graphical interfaces, web modules, database modules, application reports and statistics, and any software components needed to deliver complete and functional application Systems required by MP Information Systems;
  • Perform all necessary software maintenance, including coding, testing, debugging, upgrading and modifications of software;
  • Apply software development methodologies to develop, implement and test Systems and software components;
  • Design, develop and implement Systems and software technical specifications based on MP requirements and maintain Systems and software documentation in order to facilitate maintenance and upgrade activities;
  • Contribute technical and professional knowledge and experience to improve MP Web Portal operations and technical platform;

The following will be considered as an added advantage:

  • Ability to implement and troubleshoot programming changes and modifications, to program, configure, manage, and maintain the operation of complex relational databases.
  • Knowledge of computer and / or network security systems, applications, and hardware.
  • Knowledge of data integrity methods and techniques.
  • Ability to perform acceptance testing on computer systems, applications, and hardware.
  • Ability to install, maintain, modify, and upgrade database software.

Minimum Qualifications for Position:

The applicant should possess the following key professional competencies (or substantially equivalent) for the position:

  • Bachelors’ Degree (or higher degree) in Information and Communication Technology, Computer Science, Computer Engineering or related field.
  • At least 5-7 years’ work experience in software development.
  • Excellent knowledge and work experience on designing and developing complex software applications.
  • Experience in back-end development with expert knowledge of Python, PostgreSQL, and web application architecture, including experience with backend frameworks such as Tornado, Flask, or Django. In addition, a working knowledge of and/or experience with Node.js and noSQL databases (e.g. MongoDB) is recommended. A working knowledge of Server administration, HTML5/CSS and Javascript is required.
  • The incumbent should have a solid knowledge of infrastructure-related subjects, such as Linux-based server software, CDNs, caching proxies, vertical and horizontal scaling, and communication protocols/encryption.
  • Applicant should have a strong background in Systems design and implementation,  (modeling and documentation), including knowledge and experience with Systems lifecycle development methodologies.
  • Mobile development experience (iOS and Android), information visualization, storytelling through web videos, diagrams and illustration.
  • Strong communication, problem solving skills and the ability to meet deadlines in a fast paced environment.
